Mr. McCorkell called the meeting to order at 9:05 a.m. and declared a quorum present.

| Approval of Minutes:
Minutes of the May 19, 2004 meeting were unanimously approved after a spelling correction.

Year to Date Expenditures Report for FY-04 and Proposed Budget for FY-05:
Mr. Buswell reviewed a year-to-date expenditure report for the Educational Indicators program with members. He reported that the program would be closing out fiscal year 2004 with a balance of roughly $27,000 after prorating the cost of salaries between the Oklahoma School Performance Review (OSPR) program and the Oklahoma Educational Indicators program.
Buswell then reviewed a year-to-date expenditure report for the School Performance Review program. He anticipated that, after closing out FY-04, $121,000 would remain to cover next year’s commitments for the Oklahoma School Performance Review program.
Buswell then went over the proposed OSPR budget for FY-05. He indicated that the remaining amount should cover all costs associated with the Stillwater performance review, and that program funding would be fully exhausted by the end of FY-05. Mr. Bridges made a motion to approve the budget, Mr. Dickerson seconded the motion and it passed unanimously.
Regarding the proposed Educational Indicators budget for FY-05, Buswell said that the legislature had appropriated exactly the same amount for the Educational Indicators program in FY-05 as it had in FY-04, $250,000. With carryover and an additional amount to cover an across-the-board pay raise for state employees, the total budget amount would be just under $280,000. Considering increases in rent and the state employee pay increase, with all other costs remaining unchanged from FY-04, the program would finish out FY-05 with roughly 7% in carryover. However, Buswell pointed out that the office’s computers were getting quite old and were needing to be replaced. Mr. Bridges made a motion to approve the Educational Indicators budget with the addition that $6,000 be budgeted for computer replacement. The motion was seconded by Mr. Gilmore and passed unanimously.

| Executive Session to Discuss Personnel Matters as per O.S. 25-307 Part B, Item 1:
After adjourning from executive session, the Board offered great appreciation and praise for the work of the Office of Accountability staff, but said that the current appropriations and budget demands left no room to consider salary increases.

| Status Report on the Oklahoma Educational Indicators Program:
All of the points to be presented under this item were discussed in previous portions of the meeting. No additional discussion of the Educational Indicators program took place.

| Status Report on the Oklahoma School Performance Review Program (OSPR):
Dr. Hall reported that the Stillwater school performance review was slated to start in the fall. The RFP would likely be let in July, with the award coming in August or September. Mr. McCorkell urged the Board to examine the Ponca City review for any changes they would like to see in the program, and return those comments to staff no later than mid-July. Dr. Hall took this opportunity to inform the Board that he would be retiring from OSPR on June 30. He assured the Board that Mr. Buswell would have all of the information required to discuss the Board’s recommendations for program changes and move forward with the RFP for the Stillwater review.
