EDUCATION OVERSIGHT BOARD MEETING MINUTES

Office of Accountability Staff: Robert Buswell, Matt Hesser, Jerry Hsieh, Janet Johnson

Call to Order and Roll Call: Mr. Hall called the meeting to order and declared a quorum present.
Approval of Minutes: Minutes of the February 21, 2001 meeting were approved as submitted.
Report of FY 2001 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 2000 Project: Data Requests - Mr. Buswell reported a few areas of concern regarding information used by the Office of Accountability. The State Department of Education Reading Sufficiency Data has not been received and the delays, as reported to the staff, are due to personnel changes. Data from the State Regents has been provided, but is embargoed until March 30th pending approval by their board. The staff is continuing with the original release date to schools of April 1, 2001 for the School Report Cards.

Publication Covers and Promotional Items – Examples of the finalized Profiles 2000 poster, flyer, and District Report cover and binder were presented to the board.

School Report Card and District Report Formats - The board was provided draft copies of the School Report Cards and District Reports. New data from the principal’s survey has been collectively titled “Preparation, Motivation and Parental Support” within the Community Characteristics section. This area will include calculations on early childhood education, student suspensions and attendance.

State Report – Mr. Hesser provided the board draft copies of the State Report. Additions for the 2000 publication include an updated community grouping model, debt service maps, state and national dropout rate comparisons, and ACT and ADA breakdowns by ethnicity.
Report on OBEC Activities: Dr. Coppedge, Mr. Rex, Mr. Hesser, and Ms. Johnson attended the recent meetings. Mr. Rex reported that members continued work within the designated committees and discussed several articles of pending legislation.
