EDUCATION OVERSIGHT BOARD MEETING MINUTES

Call to Order and Roll Call: Mr. Churchwell called the meeting to order and declared a quorum present.
Approval of Minutes: Minutes of the November 15, 2000 and January 17, 2001 meeting were approved as submitted.
Report of FY 2001 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 2000 Project: Data Requests - Mr. Buswell reported that the final data item requested from the State Department of Education, a 1999-2000 graduate count that includes summer of 2000 graduates, was scheduled to arrive at the end of the week. Data from the State Regents had been delayed, but will be provided to the Office of Accountability in early March with the understanding that it cannot be released earlier than March 30th. The staff is continuing with the original release date of April 1, 2001 for the School Report Cards.

OCAS – The State Department of Education 2000 OCAS Reports for School District Revenues and Expenditures were distributed. Mr. Churchwell advised board members to review the document and contact the Office of Accountability with any questions.

Report Formats - The board was provided draft copies of the School Report Cards and District Reports. New information available for the 2000 series includes early childhood participation, student suspension data and attendance calculations. Several suggestions were provided by the board for improvement of the statement that was added to the District Reports regarding changes in the Oklahoma School Testing Program.
Report on OBEC Activities: Mr. Churchwell, Mr. Rex, and Mr. Hesser attended the recent meetings. Mr. Hesser explained that OBEC has designated six main areas of concern and he was privileged to provide a presentation regarding the support for an Oklahoma student record system. Mr. Churchwell and Mr. Rex have been on the Governor’s task force regarding early childhood education and expect OBEC to accept the policies presented by that committee.
