Order and Roll Call: Mr. Rex called the meeting to order and declared a quorum
present. |
| Approval
of Minutes: Minutes of the April 19, 2000 meeting were approved as submitted. |
| Report
of FY 2000 End-of-Year Expenditures: Report distributed to board members. |
| Request
Approval of Revised FY 2001 Budget: Report distributed to board members. Mr.
Buswell reminded the board that they had approved a FY 2001 budget request for the Office
of Accountability that included a $20,000 increase to cover increasing printing costs. Mr.
Buswell explained to the board that an adjustment was needed because although the
legislature increased the Office of Accountabilitys budget by $16,800, much of the
increase would have to go toward an across-the-board pay raise, which was also approved by
the legislature. The revised budget was approved. |

of FY 2001 Year-to-Date Expenditures: Report distributed to board members. |
| Discussion
and Approval of Proposed FY 2002 Budget Request: Report distributed to board
members. Mr. Buswell indicated the FY 2002 budget would be presented to the State Board of
Education for approval during the next regularly scheduled meeting. Mr. Long suggested
several individuals meet with legislative leaders to discuss the on-going mission of the
Education Oversight Board and what changes can be made in appropriations to help
facilitate the Education Oversight Board and Office of Accountability in carrying out that
mission. The budget was approved. |
Report
on Office of Accountability Summer Activities: Ms. Johnson gave an overview of
the printing and distribution of Profiles 1999. Excerpts from news stories and
principals comments were distributed to the board.
Mr. Hsieh reported on the website activity of the Office of Accountability. Although the
medium has been very successful, the least activity is during early spring. Mr. Long and
Mr. Churchwell recommended researching the possibility of distributing flyers advertising
the website during this time.
Mr. Buswell reported that Career-Tech had published a preliminary report using the results
from the Office of Accountabilitys survey of principals. The report is being
rewritten to optimize the data that was provided.
Mr. Buswell said his trip to the Washington D.C. "DC-Stats" conference was
productive. Census information was an issue and he was informed the Oklahoma data would
again be available by district.
Mr. Hesser discussed the topic of Census data further with the board. The new information
will reportedly be available in 2002 or 2003. He recommended the Office of Accountability
continue to use the 1990 data in the "Profiles" reports until the new statistics
are available. Mr. Hesser also explained the new "American Community Survey" to
the board, which will allow a continual update of the Census information beginning in
2008.
Mr. Hesser distributed reports to the board regarding Oklahoma SAT, ACT and AP results. A
discussion followed. Mr. Rex recommended holding the AP information until the next board
meeting due to time limitations. |
| Progress
Report on Profiles 2000: Mr. Buswell explained that several data requests to
other agencies have been sent and more will be forthcoming. Currently, all items are
reported to be available as scheduled. |
| New
Business: Mr. Churchwell gave a progress report on the Governors Early
Childhood Care Task Force. A report will be published soon. Mr. Rex noted that he, Dr.
Coppedge, and Mr. Churchwell are involved in the Oklahoma Business and Education Coalition
(OBEC) which is also reviewing early childhood issues within the state. |
