EDUCATION OVERSIGHT BOARD MEETING MINUTES
FEBRUARY 16, 2000 - 8:00 A.M.

BOARD MEMBERS PRESENT: John Rex, Grant Hall, Pete Churchwell, Ed Long, Ron Dryden, Karen Yarbrough, Rep. Larry Roberts

Call to Order and Roll Call: Mr. Rex called the meeting to order and declared a quorum present. Mr. Rex also shared with the board the news that Senator Williams had been injured in a house fire the night before and was recovering in a Tulsa hospital.
Approval of Minutes: Minutes of the January 19, 2000 meeting were approved with one correction.
Report of FY 2000 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 1999 Project:

Data Requests: Mr. Buswell reported on each contributor of data. The Office of Accountability was only lacking data for enrollment of summer graduates from the State Department of Education, however, this data was due to be delivered February 16, 2000. He also reported that the college completion rates from the Oklahoma State Regents’ office would not be available until late April.

Data Flow: Mr. Buswell reported on the following:
  1. Board members were provided with a dropout report packet, which was reviewed and extensively discussed. The dropout record keeping system and its implementation by the State Department of Education was also discussed. Dr. Coppedge suggested contacting surrounding states in order to determine if they used a student identification system in conjunction with their dropout record keeping systems.
  2. Board members received and reviewed state summary sheets for 1999 public education revenues and expenditures.
  3. A completion time for Profiles 1999 was estimated to be late April or early May. It was agreed that a letter should be written to legislators announcing the availability of the new reports.
  4. Board members were provided with a spreadsheet that outlined the Oklahoma School Testing Program’s history, current status, and future based upon existing law. Much discussion followed.
Report on New Legislation: Mr. Buswell summarized several proposed bills that involved the Education Oversight Board, the Office of Accountability, or the Oklahoma School Testing Program. He also distributed HB 2620 and SB 1446. Much discussion followed. A request was made to invite Representative Staggs to the next meeting to present and discuss her proposed testing bill.
Review of Mission: Postponed to future meeting.
New Business: Ms. Yarbrough shared with the board her concern over local election boards not screening local school board candidates for the legally required qualifications to hold office. She explained that if an unqualified person successfully ran for a local board seat, it would then be the responsibility of the members of the local school board of education to remove the newly elected member from the board. Discussion followed.
