Education Oversight Board's Performance Benchmarks

The Education Oversight Board/Office of Accountability has two performance benchmarks for schools - the Basic 70% (Basic-70) Benchmark and the Advanced 25% (Advanced-25) Benchmark. Both benchmarks apply to an individual school’s student performance in grades three through eight.
  • The Basic-70 Benchmark (Green Check Mark)

    The Education Oversight Board/Office of Accountability created the Basic-70 Benchmark long before the Federal No Child Left Behind (NCLB) Act's requirements came into existence. This board believes that every school should be able to get at least 70% of their rank-and-file students to score at or above the Satisfactory/Proficient* level on every subject tested.

    Each year, the Office of Accountability takes a look at the regular students who spent the entire year at the same school. They are often called Regular Education Full Academic Year (Regular Ed. FAY) students. If there are more than 70% of the Regular Ed. FAY students scoring at or above the Satisfactory/Proficient* level on every subject tested for a given grade, the school will get a green check mark for that grade’s performance.

    * The Oklahoma Core Curriculum Tests (OCCT) were originally designed to determine whether a student’s performance met the state’s minimum standard. The test results gave two performance levels - Satisfactory and Unsatisfactory. When NCLB became active, the State Department of Education divided the test results into four performance levels: Advanced, Satisfactory, Limited Knowledge and Unsatisfactory. The State Department began referring to the “Satisfactory” performance level as “Proficient” during the 2008-2009 school year.

  • Advanced-25 Benchmark (Gold Star)

    NCLB expects every student to meet or to exceed the state’s minimum standard but it fails to put any emphasis on pushing good students to become top-performing students. This board believes that encouraging students who have met NCLB’s minimum requirements to keep advancing is just as important as getting everyone to meet the minimum requirements. Starting with the 2007-2008 school year, the Office of Accountability created the Adavnced-25 Benchmark to honor schools for achieving both goals.

    Again, the Office of Accountability looks at each school’s Regular Ed. FAY students by individual grade level. To meet the Advanced-25 Benchmark for a particular grade level, the school needs to meet both the Basic-75 Benchmark and have at least 25% of their students scoring “Advanced” on every subject tested in that grade. The school receives a gold star for each grade where the Advanced-25 Benchmark is met.
